High-Paying Affiliate Programs?

I hear it said time and again; "It takes just as much time to promote an offer that pays you $500 per sale as it does to promote an offer that only pays you $15."

Okay, I'm like any other struggling marketer - that just sounds counter-intuitive. Isn't it obvious that more people will buy the $15 offer than the $500 offer? Shouldn't I promote the hell out of the first rather than the second?
